I do not think every form should become a conversational stepper. Classic forms are still the right pattern when people need to scan the full request, understand the sections, and complete everything in one pass.
I kept that familiar surface here, but connected it to structured responses and editable logic. The result should feel predictable to the person filling it out and still stay flexible for the team managing the process.
